Riot has been known to use communities creations before but I feel as if they should do it more often. The design is already there all they have to do is put it in the game. I understand it's a bit easy said then done. Surprise Fiddle, Gentleman Cho are both community skins, So it's not like they won't do it. I have no Idea if they have to pay the designer/creator. Just an Idea, what are your thoughts? 
Hahahaha, thats a good laugh! I remember some time last year they even asked us for some Community ideas for i believe skins, modes, items, and champions. that was almost a year ago and not even one hint, or explanation on the matter! They rarely do these and in my opinion for good reasons. Because it would just take too long. It sad when the community makes such wonder skins, artwork, even custom skins for people to download and use and yet Riot cannot so much as help in the slightest when most of the work is done with it. Heck with custom skins majority of the work is done. all they would really need to do is polish it up which shouldnt take that long. Artwork and community ideas for skins should be taken into account, but most of the time they are either nonexistence to riot, or they claim it cannot be done. Case in point Z.A.C. a lot of people have requested a ton of ideas for his first skins. from ice cream based, Pool Party, even simple reskins, and what do they say? It cannot be done, and that he is a difficult champion to make a skin for. This is a champion they made and they cannot even make the most simple skins for him. And what has that caused? Two years and still no skin in sight for him. i wouldnt be surprised if he still doesnt get one in the next year or two. despite all this talk with the community, their ideas, nothing came of it and i doubt they'd change their tune of it!
Also note majority of the people who give out ideas, make skins, etc done even want to be paid in anyway shape or form! they just want their ideas into the game. Tell me how many companies would jump in on that for basically free work? Ive got a lot of ideas for skins for champs i like and if i was an artist, or able to create what i see in my mind for various champs i would do it for free. I mean if anything give them the skin when its released for free!
