I think we could use some more Shurima Themed Champions. Now as for what I wanted to have this Champion be I was either gonna go for a sand manipulator like Garra, have a devilish wind spirit or some sort of large insectoid champion that was once a prisoner....in the end I went for the wind spirit (I was drawing blanks on how to approach the sand manipulator, as for the insect it was either gonna be a ant lion or a scorpion). I'm sure people will say we already have a "wind user" which is Janna so why do we need another? well i figured if we can have multiple time users (Ekko & Zilean), people who can use ice in some way (Ashe,Sejuani &Braum) or nature/plant themed Champions (Maokai & Zyra) why not have another wind user.

Shuraako's LORE in a nut shell: Shuraako is a wind spirit that can cause cyclones, tornados & powerful sandstorms that not only can bury whole cities & kill thousands of people, as a wild spirit Shuraako wisps around the desert causing mayhem & chaos for the people of Shurima. Shuraako was eventually defeated & tamed by Azir when he came around Azir's old kingdom & decided to bury in sand again if not completly wipe it of the face of the planet, now after being tamed Shuraako acts as Azir’s enforcer after he was given a helmet-collar.

Passive: Presence of Shuraako. Shuraako’s very being emits a low current of air that surrounds a 185-radius around him that will apply a 12% Movement & Attack Speed Slow to all enemies within the radius while also having a 5% Damage Reflection to enemy Champions Basic Attacks.

I like it. It's basically the opposite (or offense version) of Janna's. I feel like an attack speed slow + damage reflect is a tad too strong on a passive, though. I'd say remove the attack speed slow entirely.

Q: Rushing Current Range: 450. Cool Down: 17/16/15/14/13. Cost: 60/70/80/90/100. Active: Shuraako turns into a powerful gale of dust that moves in the targeted direction, dealing 65/95/125/155/185 (+40% bonus AD) Physical Damage to all enemies that he comes in contact with while at the same time Stunning any enemy Champions for 1.5 seconds., slowing them by 20% for 1.5 seconds. Steady Flow Bonus: While travelling, the gale will slightly knock back any targets that come too close. Enemies in the center of the gale are knocked up.

I retyped it out (and threw in some changes here and there). I removed the stun (that much AoE CC on a damaging gap closer is somewhat overpowered, considering he has a knockup (kind of like Rek'Sai, I'm assuming) on his Steady Flow, and added a small knockback (kind of like Vi's ult) to enemies that aren't in the center of the gale.

W: Steady Winds. Range: 450. Cool Down: 22/21/20/19/18. Cost: 70/80/90/100/110. Heal: 20/30/40/50/60(+30% bonus AP). Activate: Shuraako summons a flow of soothing air in target location (180 Radius) for 3 seconds. When Shuraako is within the area he will be Cleansed of any Debuffs and gain 20% increased Tenacity while at the same time being Healed every 0.5 seconds. Casting Q or E while inside Steady Wings will add a bonus effect.

W, by itself, is a great spell even without the Steady Flow bonus to Q or E, so you'll have to remove either the heal or the cleanse (all of that on the same spell is too much). I opted to remove the heal and added Tenacity to compensate (cleansing doesn't mean CC can't be reapplied - unless you mean he's completely immune to CC while inside Steady Winds, in which case the heal should be removed anyway).

E: Howling Gale. Ravaging Gales Range: Self-Cast. Cool Down: 15/14/13/12/11. Cost: 50/60/70/80/90. Active: After a 0.25 second delay, Shuraako’s next 3 Basic Attacks will gain 300 Range (425 Total) and deal 20/30/40/50/60 (+30% bonus AD) bonus Physical Damage while also applying a stacking 5% Armor Shred for 1.5 seconds. Steady Flow Bonus: Shuraako's enhanced Auto-Attacks splash in an AoE (150 Radius). Only the main target is affected by the Armor Shred.

Since this guy seems to be more of a tank/bruiser than a melee carry, I decreased the base damage and scaling and increased the armor shred (more utility, less raw damage, essentially). I cleaned up the text and made it easier to read. Also, Janna's Q is called Howling Gale, so I changed the name.

R: Sandstorm of Shurima (alternative names: Shuriman Scirocco, Dust Hurricane) Range: Global. Cool Down: 195/175/155. Cost: 130. Total Damage: [200/300/400] (+60% AP) Active: After channeling for 3 seconds, Shuraako turns into a powerful, unstoppable sandstorm. For 2 seconds, Shuraako is Untargetable, and the sandstorm deals 50/75/100 (+15% bonus AP) Physical Damage every 0.5 seconds to all Enemy Champions, slowing their Movement Speed by 25/30/35% and reducing their Vision radius by 150.

I tried to fix it up as much as possible. Also, considering how much utility it gives (a global slow + sight reduction), I knocked down the damage by a lot. Still, I don't really like the idea of this spell hitting ALL champions. This is just another idea I'm gonna throw out there....

R: Shuriman Scirocco Range: 4000 / 6000 / Global Cool Down: 180/160/140 Cost: 120 Active: After channeling for 2 seconds, Shuraako summons a powerful, unstoppable sandstorm around himself (500 AoE - which is a little bit smaller than Amumu's ult), which travels to target direction (ignoring pathing and walls), dealing up to 75/95/115 (+25% bonus AP) Physical Damage every 0.5 seconds, slowing their Movement Speed by up to 60% and reducing their Vision radius by up to 200. The closer you are to the center, the higher the damage/slow/sight reduction. When it reaches the end of its range or at target location, the storm persists for 1.5 more seconds.

Now it's a bit different, but essentially it's a giant, somewhat slow moving (think Nami's ult) dust storm that deals high damage over time, slows and reduces the sight radius of anything that stays inside. When maxed, you can use it across the map to create pressure zones. Well, this is still just an idea, so if you don't like it you don't need to use it. xD
