Rework Vel'Koz as an ADC
Disclaimer: This is for entertainment purposes, I do not actually expect Vel'Koz to be reworked into an ADC, rather he's pretty fine right now. The reason why Vel'Koz should be reworked into an ADC is because of his theme. He's a tentacle monster, and thus should have tentacle monster attributes.
Attack Animation
Vel'Koz no longer shoots lazers out of his tentacles when attacking. Instead, he flails his tentacles.
Passive
Vel'Koz's spells and every (4/3/2/1 at levels (1/6/11/16) basic attacks apply a mark of Organic Deconstruction. Basic attacks on targets with 4 stacks of Organic Deconstruction have a 100% crit chance and ignore armor.
I believe that this is necessary thematically in order to make Vel'Koz succeed as an ADC. Everybody knows that Vel'Koz is a tentacle monster, and with tentacle monsters comes weird scenes armor penetration. So yeah, that's basicaly it.
Q
Remains unchanged. Vel'Koz's current Q already fills the niche of the AOE slow necessary for Vel'Koz in order to kite incoming enemies, and helps enforces the fact that he is an immobile ADC.
W
Vel'Koz launches one of his tentacles in a given direction. Upon contact with a champion, Vel'Koz latches on to them and deals 20/40/60/80/100 damage (+120% AD). This damage can crit. Vel'Koz can store three charges of his W (because he has three hentacles, of course). If Vel'Koz latches all three of his tentacles on a single champion, he gropes extracts their brain, dealing 150% of his AD and stunning them for one second.
This is a change to the old Vel'Koz W, which was based on the pretense that Vel'Koz is going AP. We want to rework him into an immobile ADC, but Vel'Koz lacks the AD steroids of the other ADC. Our solution was this, making him be able to deal extra damage as a skill-shot, as well as give him some much needed CC. Also, this fits him thematically. Who doesn't love it when a tentacle monster places his hentacles on you?

Also remains unchanged. Vel'Koz is supposed to be a utility ADC, so lots of CC is actually good for gameplay health. Also, we want him to be viable as a hybrid champion, being able to fill the rolls of both AD and AP.

Vel'Koz repeatedly pounds his tentacles in a given direction for 3 seconds. Vel'koz can change the direction he is pounding, but very slowly, similar to his current ult. The amount of damage each pounding deals is based on 120/140/160% of Vel'Koz's total AD, and the rate is determined by his attackspeed (10 pounds at 1.0 attack speed, 25 pounds at 2.5 attack speed).
We liked Vel'koz's identity as being able to melt entire teams at range. We also liked the damage over time factor in his ult. The result? This.
