Crazy skillshot helping item.

I know this is going to be a item crazy idea but here it is:

Bilgewater Spyglass: +50 AP +30 Armor +400 Mana Active: Unique: Absolute Vision: Shoot a 1000 unit linear non pass through skillshot dealing magic damage and applying a mark on the enemy hit for 3 secs or if the enemy leaves an 800 unit radius from where they were hit. Hovering the cursor over the marked enemy makes the next skillshot used targeted instead. The mark is consumed if you damage the marked target. If the mark is consumed, the cooldown of this active is doubled. Magic damage: 60 (+8% AP). Cooldown: 45 secs.

Price: 2800 gold Recipe: Blasting Wand + Cloth Armor + Cloth Armor + Saphire Crystal + 900 gold

I got the idea for this idea after reading about players complaining about how much mobility and movement speed makes skillshots harder to land so this item idea helps.
