New ADC champion suggestion

My idea for a new champion is an ADC with the traits of a soldier holding an assault rifle. His name would be Razor, representing the sharp shooter he would be. One important characteristic of Razor is that he doesnt uses mana, instead he has 12 Bullets to shoot before having to reload. Now the abilities: All Out! (Passive)- When Razor's health falls below 20%, he gains a shield for a few seconds while also gaining Attack Damage and Lifesteal. Penetrating Round (Q)- Razor shoots a bullet in a straight line that knocks enemies back. Single Round/Burst (W)- Razor can switch between shooting one bullet at a time or 3 shots every auto-attacks. Burst lowers your attack speed but gains armor penetration. Reload (E)- Passive. When you run out of Bullets you automatically reload with a small delay. Activate to reload before your magazine is out without delay and gaining an attack speed buff. [the trade off would be that the animation for reloading would interrupt your autos and slow your movement so you wouldnt want to reload recklessly]. Beaming Light (R)- Razor targets a small area that get blasted by a beaming light that deals great damage, slows, and silences the enemies inside. This ability blinds turrets making them unable to attack for a few seconds.

Well that is all. This is a champion idea thats a little bit sketchy but that brings new elements to League and overall the ADC role. What do you think about this? Suggestion are welcome.
