I'm a big Poppy main (and fan) and I'm happy to see you interested to the point you post a rework idea :D
First of all : the passive unchanged.
I agree with the "irreductible Yordle", it's the point of Poppy.
But I think it'll be better to change to something more precise (even if I love the current passive), like :
"When you pass under 25% health, you gain 50% damage reduction for 3/4/5/6 seconds (increases with the ultimate)."
Or
"You gain 1/3/5/7 armor and magic resistance for 4 seconds each time you hit or get hit, up to +10/30/50/70 (kinda like the current W passive, but with mr) and get fully stacked when you use your ultimate."
I think something precise is better than the current passive.
Q : OMG YOU'RE CRAZY ???
It looks a lot like Xin Zhao's Q, let's compare :
"Xin Zhao's next 3 basic attacks deal 15/30/45/60/75 (+25% Attack Damage) bonus physical damage." And you know this spell hits kinda hard ^^
And you propose :
"Poppy's next 3 auto attacks have (10, 15, 20, 25, 30 + 0.4 max AD) increased physical damage. The third auto attack will also inflict 12% of the enemies current life in magic damage."
Man o.O
And Poppy has a gap closer too !
12% of the enemy max health in magic damages + the other damages o.O
I think you should nerf it ^^
Or replace by cc :
"Poppy hurts hard the enemy's legs, dealing 20/45/70/95/120(+0.4 bonus AD)(+0.6AP) bonus magic damages and slow the target by 30% for 1.5 second."
W : Meh.
It's kinda... no brain to use.
I agree with the boost of MS on Poppy to go in the fight like an angry Gimli ^^ But I think it could be better to do something else, like a Dead's man plate passive or the
E.
"Passive : Poppy gains 2/5/8/11/14% to 5/10/15/20/25% movement speed the closer she is to the closest enemy champion.

You also completely change the spell and have a team movement speed bonus like the old
E. A Parangon guides the others to the battle. :P

The increased damages... Better on the ultimate if you keep it a "YOU. YES YOU. YOU ARE DEAD."
The E is really good like it is currently, I wouldn't change it.
R : It's completly broken right now and needs a nerf or a complete change, but not your way IMO.
The duration you propose isn't good, it's too short early in and too long later.
Forcing a 1v1 or making you unvulnerable... It kills the game IMO. Like the current ultimate who has no counterplay.
The ult needs a complete rework, or the immunity must be completly changed.
She's a violent Demacian Yordle fighting for peace more than for law, she can have a protecting ultimate :
"Poppy targets an ally (NOT LIKE
, A LITTLE RANGE) for 2 seconds and can't do a thing for the duration. (can be interrupted by a hard cc).
When the ally suffers an enemy spell, Poppy is teleported to this ally to take entirely the spell instead of his ally and rushes to the enemy, immuned to cc, and suppresses him for 1.25/1.5/1.75 seconds (a little bit like
) , pushing him with a big speed dealing 100/200/300(+1AD)(+0.6AP) magical damages over the duration. (stopped when hitting the wall)
If the enemy gets pushed to a wall, he's stunned for 1.5/1.75/2 seconds and takes 100/200/300(+1AD)(+0.7AP) magical damages.
If no spell was blocked, the cooldown is refreshed by 75% and the mana cost refunded by 75%."
Something like that could be very fun, with the possibility to have a AP Poppy troll, a full AD Poppy or a normal tank Poppy.
