Her early game clear is pitiful. If you start refillable pot you can't even clear both buffs after frog without an insanely good leash. Compared to other champs right now, like udyr, gragas, xin, kha, lee who can clear their entire jungle without recalling. She needs a little something to help her early clear. Maybe a small boost to damage on Q against minions/monsters only, or some sort of health sustain.
That's because you're supposed to start at Krugs with Eve, not Gromp. Remember that her E both gives her attack speed and two procs of the Krug buff each time that you use it.
Route is Krugs -> Raptors -> Red (using your second charge of Smite on red to heal up.)
If you got anywhere near a decent leash on the Krugs, you should now be level three and with around half your health left, enough for a quick gank, or to head over to get blue or wolves.

That's because she's opressive and cancer when strong. So she has to stay weak, unfortunately.
Take talisman and 3 pots and you can clear the entire jungle without a leash.
Pro tip: Refillable potion is an horrible item on anyone and you are better off with 3 health pots.
Since Evelynn is played exclusively in the jungle, I'm still wondering why Eve's abilities doesn't deal bonus damage to jungle monsters.

Really? I suck at jungle kiting but I have a super easy time clearing jungle with Evelynn. Are you running armor runes? At least from personal experience, I have a lot harder of a time clearing the jungle as Kha than I do Eve.
Jungle Eve is stupid easy. Start E/Machete/Krugs, run Red then Blue (if you want, passive takes care of mana), then a quick gank top or mid. I build assassin Eve, either AD or AP depending on what I'm up against, and Lich/Triforce builds are stupid overpowered, then you can itemize after that. E is butter for quick kills, and with any Sheen-oriented build, she can cheese anyone early, and keeps them from being relevant late game. Her W is great for early ganks bottom lane too, especially with a heavy cc support like Leo. It's all about adjusting. I had a hard time with new jungle starting out, but with all the new jungle items, she's a beast if handled properly.

Don't forget jungle Yorick, You start the talisman and health pots and you leave your first clear at full health and 1/3 of your duration left on Blue buff lol
You should be starting E, machete, and kruggs. She doesn't really need blue buff that bad because her passive gives mana regen.
What they need to do isn't change her skill powers it's actually give her some work on her base stats. They are what really kill her early game.
I feel like a good minor buff to Evelynn's Clear would be slowly-stacking armor for repeatedly using her Q against Monster Camps. Something like .25/2 Hate spike Casts, scaling up to a total of 10 extra Armor
I don't know why they can't just buff her base stats. Her attack speed is really low for a melee champion and her health is about 40 lower than Lee Sin, who has great sustain in-kit obviously. Feels like either a base attack speed or HP buff would do the trick.
I called it ages ago. Eve is simply a 5th body, which is a type of champion that has little damage, CC, or survivability. Let's look at 3 other champs to compare:
Twitch has little survivability, but high damage and some CC Mordekaiser has little CC, but high damage and survivability Leona has high survivability and CC, but little damage
The balance for Evelynn was thrown out the window because the crew didnt't know how to work around her Ability...
And her early game map pressure is absurd.
