Make it free to transfer to the less-populated servers

So right of the bat I don't even know if this is a real issue or not so brace yourselves. I heard that some of the servers, such as russia and turkey are pretty lacking in players. I think that an easy way to solve this would be to make it free to transfer to those servers. IDK if this is a dumb idea or not I just wanted to put it out there
