The Problem is Licensing Rights.
Davy Jones is Public Property, his Intellectual concept is Free-to-use.
Disney's Davy Jones, is owned by Disney Entertainment, and therefore, the whole Squidfaced motif, while awesome for GP, would cost Riot a TON in Licensing fees.
