How did Gangplank not get a Pool Party Skin?

I love the new Pool Party skins we got. Really. Taric deserved it for sure and I quite like Fiora's as well.

However, MF didn't especially need a new Skin. Gangplank's reworked form has been out for quite awhile now and this seemed like the logical and best place to give him one! I know he has a lot but a Pool Party skin for Gangplank? That's perfect.

For a quick overview, he's have a water pistol in place of his flintlock and probably a pool noodle as a sword as Fiora has. He'd have swim trunks or perhaps even an old, one piece bathing suit that incorporates pirate-y symbols -- Anchors, sharks, treasure, etc. I could see a dab of sunblock on his nose and sun hat, since Gangplank always needs a hat. (It's a rule.)

Recall: He'd walk past a sand castle that appears, hesitate, and then rush over to stomp it down before raising his noodle in triumph.

Passive: The pool noodle would get a watery shimmer around it's end when active and splash when spent on an enemy.

Q: He shoots his water pistol. Pretty simple.

W: Oranges are still oranges. Perhaps he gets a tropical slide guitar as he eats them and some Hawaiian type flowers float down

E: Large water pails filled with water that are linked in chains with either drips of water or swimming lane dividers (The red and white ropes in public pools)

R: His standard laugh with water balloons raining down now with splashing sound effects and graphics.

Joke: Instead of juggling oranges, he juggles water balloons.

It feels right for his character, being the one guy at the pool or beach that is both happy and miserable.
