I completely support this skin concept! Like come on, pool party for everyone right? As for the ultimate, I think it should be like one of those floaty rings coming from under water and launching up the enemy champion. This looks amazing, kudos to you Phisheye, hopefully this is accepted.

Maybe he should have one of the things u use to clean out pools (http://www.amazon.co.uk/SWIMMING-SKIMMER-TELESCOPIC-INTEX-POOLS/dp/B00CX1KQQM0) and I've also heard the idea of his ult being an inflatable shark which would be awesome.
