Pretty hard to decide, for me it mostly depends on a single champion: Illaoi

We know that Illaoi is able to lend power from Nagakabouros. The question is, how far can she go? Nagakabouros is the most powerful deity we know of in Runeterra. A Rioter stated that the star forging dragon Aurelion Sol (who many people see as one of the most powerful champions) is just a bug compared to Nagakabouros.

This gives her hell of alot of potential and in the end we don't have any information how much of that potential she can actually mobilise.

Because of that potential, I would vote for Bilgewater.

Back in Demacia VS Shadow Isles I sided with Shadow Isles cause they overpower through outnumbering, same goes for shurima here

Azir can summon sand soldiers and had the power to rise shurima again

Additionally the wisdom advantage since Nasus is arguably the smartest none Piltover/Zaun champion

And strength goes to Xerath, Renekton and Amumu

  • Xerath has the power do incinerate an empire the size of Shurima

  • Renekton is like a war god

  • Amumu's curse
