**Tanner - The Runeterra Wrangler **

Author's Note: I made this champion concept purely becuase someone posted something about needing "A Whip Champion" so here we go! This really isn't something serious, and I have not gone indepth but enjoy :P

Champion Information: Tanner is a top lane fighter, specializing in hit-and-run tactics to whittle his opponent down before bringing them in for the finish. Although highly adept at singular combat, Tanner lacks the capacity to deal with multiple assailants and can often be brought down if he is denied the use of his basic attacks. Due to his short range, it is recommended to get a few tank items to go with his damage.

Has 450 range on basic attacks.

Passive Ability: Whip 'em Up!

Every three hits, Tanner deals 10 (8 x level) bonus physical damage to the target, and marks them with Whipped for 2.5 seconds. Whipped targets interact with Tanner's other abilities, and once an ability has interacted with a Whipped target, they lose the Whipped debuff.

Active (Q): Lick of the Whip!

Normal Active: Tanner whirls his whip around him over 0.5 seconds, dealing 20/40/60/80/100 (+0.3/0.35/0.4/0.45/0.5 Bonus Attack Damage) physical damage to any enemies within a 350 Area of Effect. After the whirl, Tanner then casts his whip forward in a line in his chosen direction, up to 450 units away, stopping at the first enemy he comes into contact with. This deals 50/100/150/200/250 (+0.7/0.75/0.8/0.85/0.9 Bonus Attack Damage) physical damage and slows the target by 25% that decays over 1.75 seconds. Whipped Bonus: Lick of the Whip deals 150% to the target and stuns them for the duration instead.

Active (W): Wrangle 'em In!

First Cast: Tanner begins twirling his lasso around his head, decreasing his movement speed by 15% and unable to basic attack while increasing the range he can throw his lasso over 2 seconds, from 250-650 range. After 4 seconds, Tanner will cancel whirling his lasso and refund half the cooldown. Second Cast: Tanner throws his lasso in a line, stopping upon the first enemy he hits, dealing 80/120/160/200/240 (+0.55 Attack Damage)physical damage and binds to them for up to 1.5 seconds. Targets who try to move away from Tanner are slowed by 50%; as well as all targets bound are rendered unable to use any displacement spells (such as Flash, dashes, blinks,etc). If the enemy begins to move beyond 700 units away from Tanner while he binds them, they drag Tanner with them. If Tanner cannot move due to terrain, the whip snaps and the target is set free. Third Cast: Tanner can pull the lassoed enemy in up to 400 units, stunning them for 0.5 seconds when they come in. Whipped Bonus: Fourth Cast Tanner has an extra 0.5 seconds to activate this fourth cast, and can pull them in a second time if there is any distance left. This stuns them for a further 0.5 seconds, and Tanner then gains a 20/25/30/35/40% attack speed bonus that decays over 2.5 seconds.

Active (E): Rowdy Showhorse! Tanner cracks his whips into the sky, granting himself and allied minions 15/20/25/30/35% bonus movement speed for 1.75/2.0/2.25/2.5/2.75 seconds. Additionally, all Whipped targets in range automatically extend their Whipped timers by 3 seconds and are marked with Fear of the Whip for 2 seconds, causing Tanner's first auto attack against that target to inflict them with** terrify for 0.5 seconds**.

Active (R): A Runeterra Showdown! Tanner marks a target for 6/8/10 seconds. Every auto attack against this target additionally deals the bonus damage from Whip 'em Up. Additionally, every auto attack against the target grants 20/25/30 bonus movement speed that decays over 1 second and inflicts them with Whipped. If Tanner kills or assists in the kill of his target, he gains a permanent 3.0/4.5/6.0% attack speed bonus.
