Urf inspired champ

A champion inspired by urf what he does binds a buff to an ally that gives them 3/4 stats of urf mode 3/4 less mana 60% cdr and 3/4 the attack speed buff urf gives. however most of his other abilties could be really weak but i think this wouold be cool
