Let's be honest, its a magical girl tribute that reminds me waaaaaay too much of Meruru (I only saw 2s of a clip from Oreimo, but the character is that memorable).

Star Guardian Lux's transformation sequence is her recall animation, and it's taken straight from Sailor Moon.
Yeah her recall is completely a Transformation sequence right out of Sailor Moon.
Lux's wand is also a reference to Cardcaptor Sakura.
If it got a transform it would turn into a Legendary...and right now the skin is more than worth the price of 1350 so I'd rather not be pushing it.
