Champion Concept-Hood, the Master of Disguise

So I was thinking about this champion, I don't really do a lot of math research on damage scaling and such so feel free to comment on scaling and such.

Hood, The Master of Disguise Race: Human Affiliation: Ionia Type: Fighter/AP Weapon: Staff and Bola

Passive-Give to the Poor: Every 20 minions killed (Or 2 Champion kills), Hood acquires a small pouch of gold. Right clicking a nearby ally will toss them this coin pouch, granting them a scaling sum of gold based on Hood's level.

Explanation: I thought Zilean's new passive that gives other players a level up was cool, and I thought it might be cool if a similar passive were created with gold, which could change the team balance early game much like an xp boost would.

Q-Dizzying Strike: Hood strikes forward in a cone, damaging enemies over 2 seconds with a spinning staff strike. The more enemies hit, the greater the damage. Hood is able to redirect the angle of the spin by moving. Movement through units is granted while this ability is active. Enemies struck by this ability are slowed 20% for 1 second.

Explanation: A teamfighting option or even just for csing, this ability would allow mobility while maintaining damage at the same time.

W-Minion Mask: Hood can take the place of one of his lane minions or a small jungle monster, effectively masking his presence to surprise enemies. Upon entering combat, the facade is removed.

Explanation: When thinking of this champion, I was thinking of a sort of Shaco/TF/Diana type combination, and I thought it might be fun if you could wander into lane without the enemy team realizing, then quickly assassinate a nearby champion. This could also be used as a quick jungle escape, as the transition is instant and breaking visual contact with Hood could allow him to use the ability over a wall and hide for a few seconds.

E-Bouncing Bola: Hood launches a bola in a straight line. If the bola strikes an enemy, the enemy is slowed. If the bola ricochets off of a wall or turret, the first enemy hit receives 150% damage and is snared for 2 seconds. The bola can ricochet only once. If the bola does not hit an enemy, cooldown is increased 50%.

Explanation: A form of hard cc was in order I felt, and the lack of ricocheting projectiles in the game had me thinking this might be the touch needed to add a unique strategy to this champion. You already have Vayne and Poppy and Bard that use walls to their advantage, but by placing the enemy between themselves and the wall. Using the wall as the primary target and getting a reticle of the angle would make for an interesting twist to positioning.

R-Master Infiltrator: Hood marks an enemy for 4 seconds. If the enemy dies, Hood instantly disguises himself as that enemy, and can use all that champion's abilities for 4 seconds.

Explanation: This was another random idea I had. Mordekaiser gets his ghosts and ghost dragon, Kindred draws power from the kill, but what if there is a really fed enemy or even an enemy with convenient skills that would be great to have full control over? Enter Master Infiltrator. Say Hood is chasing an enemy team, leading his team down the lane. He uses his Bouncing Bola to snare the enemy Orianna, then marks them with Master Infiltrator, closing the kill with Dizzying Strike. Now, as Orianna, he can toss The Ball out and combo Shockwave into Dissonance, and now his team can close in for the kills as he transforms back.
