[Character Concept] Penelope, The Tender of Memories
As most have probably noticed, many of the loading screens throw up tidbits of information regarding the lore of the world, the proclivities of residences, and so forth. On one such occasion, this tidbit appeared: "DID YOU KNOW: There is a garden in southern Ionia where Flowers consume memories." This got me thinking about a few potential ways to realize a mechanically interesting support character from that region. Personality-wise, I imagine Penelope as a character duty-bound to be a keeper of the flowers without really knowing why. She has a vague sense that she belongs there in the garden and that there were others before her that also belonged, but she's also a victim of the flowers as much as their tender and protector. Visually, I imagine her as not dissimilar from a Rei Ayanami-type character http://evangelion.wikia.com/wiki/Rei_Ayanami .
Mechanically, Penelope is an enchanter based around denial. She has a sleep mechanic baked in as well as an ult that could be a potent peel mechanic used correctly. She has starting stats similar to Rakan's, pointedly with his attack range (300).
**Passive: Fragmented Bouquet **-> Penelope can collect memory fragments from minions that nearby ally champions kill. These fragments are randomly dropped, and permanently boost different stats [movement speed, Ability Power, Cooldown Reduction, Magic Resist, Armor] depending on which ones are picked up from the ground [by a given amount]. You may only pick up a certain number of these, scaling up with your level (you're essentially arranging more stats like you would flowers), with earlier selections being replaced first if you choose to pick up flowers beyond your maximum. Picking up flowers also restores some mana.
Q: Flower Re-Arrangement-> All damage taken by a targeted ally within the last 1.5s is forgotten (up to a max of X, based on a combination of rank/AP), and they gain an attack steroid equal to the forgotten amount.
W: Enrapturing Growth -> Allows you to target a bush, causing it to sprout vivid red-purple flowers [2 charges, built up similarly to Vel'koz's W]. Attempts by enemies to use crowd control from marked bushes instead applies the effect to them. Only two bushes at a time may be marked in this way. Passively empowers your auto attacks with a certain amount of your AP (could be removed, tacked this on to give a little poking support).
E: Elderlily Lullaby -> Penelope begins a lullaby on a targeted enemy at range 500 -1000 (that's 200 beyond her attack range) that very briefly (0.5s) slows them. Her follow up attacks refresh the slow and put them to sleep and deals damage equal to X% of her AP on the third consecutive auto-attack.
R: Memory's Edge -> [Vector-cast] The first enemy hit at a range of X (determined by rank) is susceptible to all damaging attacks, stuns, snares, slows, suppresses, fears, knock-ups, etc. done by their allies. [all the bad things their team is trying to do to you can be done to them, by their own team on accident, the visual cue should be salient]
