New Movement Speed Support Item

Was thinking it would be rad to have a support item that speeds up an ally and the item holder permanantly.

Having an item like that would be more of an incentive for ADCs to stick next to their supports, for supports to have more of an impact in engaging, and to potentially save a teammate from being chased/help a teammate chase.

I'm imagining it could be a tank item, so potential stats would ballpark somewhere like: 3200 gold Rad Name Here 500 health increase health regen by 5% Passive: Increased movement speed by 5% Active: Choose a buddy. If your buddy is within range, both you and your buddy will gain an increased 15% movement speed. 90 second cooldown.
