Sommnus, The Sleeping god (New champion concept)
P - Eternal Slumber - After using a basic ability, Sommnus falls to a deep sleep, slowing his own movement speed by 99% and gaining
+10/15/20/25 Armor and Magic resist. Additionally, Sommnus does not use mana; The cost for the abilities is paid with the duration of
this passive. Sommnus also has an innate 10/9/8/7 % movement speed boost. Sommnus cannot buy 
Sommnus can still use all of his abilities while in slumber, but it resets slumber. Q - Whisper / Third Eye :
Whisper : Sommnus blinks to target enemy, whispering arcane words to them, Slowing them for 30/40/60 % over the next 3 seconds, and causing them to flee from you for .5/1/1.5 seconds
Third Eye: If Sommnus activates this ability on an ally, he blinks to that ally, and that ally gains bonus 10/20/30 armor and magic resist for the next 3 seconds. When the duration ends, enemies are revealed in a 1500/2000/2500 unit radius for 1 second.
Cost: 5 seconds of eternal slumber Cooldown: 9 seconds
W - Hush / Dreaming:
Hush: Sommnus binds to target enemy, slowing their movement speed by 40/60/75 % for the next 3 seconds, and after this effect ends, if the enemy is still within the casting radius of this spell; both Sommnus and the target are silenced for the next 1.5/2/3 seconds. The enemy is additionaly snared while silenced.
Cost: 4 seconds of slumber Cooldown: 10 seconds
Dreaming: While Sommnus is silenced, Hush transforms into Dreaming. Sommnus can activate this ability to remove his silence, and immediately entering slumber for 4 seconds.
E : Sleep Missle: Sommnus fires a missle at target enemy, travelling slowly but surely to it's target. If the target moves away 1000/2000 units away from the casting zone, the missle fizzles. If the missle hits, the target is dealt 80/100/120/140/175 true damage scaling with ability power. After hitting , a zone is left, dealing 5/8/1o true damage per sec. and snaring for .5 seconds all who pass through it. The zone lasts 5 seconds.
Cost: 5 seconds of slumber Cooldown: 5 seconds
Lullaby: Passively reduces the cost of all of Sommnus' basic abilities to be 3 seconds of slumber.
Sommnus can activate this ability to create an area of effect zone, which slows all within it for 80%, additionally fearing all enemies in the zone for 1.5/3/4.5 seconds, and simmultaniously changing all of his summoner spells to "Fall". This zone lasts up to 8 seconds. Cost: Seconds of slumber equal to the duration Cooldown: 160 seconds. Fall: Sommnus can activate this ability to end his ultimate, instantly entering slumber.
