Get Otter Here - A new champion idea

Plenty of people have champion ideas but how about a champion that is like this.

it can look however (yordle?) maybe a sea otter/beaver type of thing but I have an idea for the champion's q-w-e-r

passive: increases movement speed? (maybe while near the river or something) q: some kind of beaver dam that blocks access to melee not ranged attacks? or blocks in general or if its an otter maybe a shell that comes down and blocks? W: throws seashells? (this could also be its basic?) e:shell that makes a shield for him/herself / ally champ r: Makes a tidal wave that it surfs with a giant shell, travelling with the water dealing damage with shell and controlling waters direction?

it would be cool to do something similar like they did with and others where "this unit is a flippin' ninja" for this champ im thinking of but it could be calld this unit is an ocean beast or something with and
