how to fix poaching level 1 jungle from Bot lane

I saw Fearless's post about poaching in jungle from bot laners. My proposed solution was nerf the exp granted from killing them. To make up for this for people with smite ( alwayd junglers) that kills a jungle minion ect get the usual exp so it differs from the amount non-junglers get. I hope this helps.

Way this would work is nerf the exp but give smite a passive that states even while on cooldown when killing a neutral minion grant bonus exp. The bonus exp would really just be the current exp amount.
