{Character Concept} Oberon, The Hand of Protection

Background: Oberon was raised in a small orphanage in Demacia. He was the oldest out of all of the child, only by a few months apart. Oberon never knew his parents. The person who he all ways looked up to was his guardian named Garnus, a former Demacian Commander of the military, he loved to protect the innocents from evil and wicked people. After years and years of Oberon training and living in Demacia it was time for him to leave his home and go forth to find his true destiny and live a happy life. Soon after he left he decided to go to the League of Legends. He has all ways of thought of joining since all of the great people of Demacia are there fighting to protect the good.

Abilities- Passive: Holy Seals of Power: For every ability he casts he gains a Holy Seal of Power. He can only have 4 Seals to max his bar. When his Holy Seals of Power are full he's next ability will have an extra ability when activated.

Q: Divine Devolution: Oberon imbues his spear with Holy Light to throw at the target to do magic damage. When the enemy is hit they are slowed for 1/1/1/1 seconds. Magic Damage 60/70/80/90 (+30% AP), Cooldown 8/7/6/5 seconds. Range: 650. (With full Holy Seals of Power this ability increases the Magic Damage and increased duration of slow for 3 seconds.)

W: Word of Salvation: Oberon opens his book to cast a Holy Word to heal an ally or himself for a 2.5% of his maximum health plus 20% of his AP. Cooldown: 10/9/8/7/6 seconds. (With full Holy Seals of Power this ability increases the healing by 50%.)

E: Divine Shield: Oberon casts a protective barrier to shield his allies or himself. Shield Strength: 100/125/150/175 (+40% AP), Cooldown: 13/12/11/10/9 (With full Holy Seals of Power this ability increases the Shield Strength by 30%.)

R: Angelic Devotion: Oberon empowers himself with celestial power giving him extra HP and 30/40/50 extra Armour/MR for 15 seconds. When this ability is up he increases everyone's Armour and MR when they are near him. 900 units, Cooldown: 120/100/80 (This ability is not affected by his passive.)

Please tell me if this is good or not, I would love LoL's Community saying what they think of this Champ. Concept. This will probably not be my last Champion Concept so look forward for those :D.
