Is Ao Shin a dead concept or is he still just ice boxed?

I know Sol was the healthy medium for him but I'd still love to see Ao show up in the game at some point.

Ao Shin was a preliminary concept that eventually evolved into something else. Ao Shin won't come back, because he was part of the production process for Aurelion Sol. They drafted concepts of a "dragon champion" and a lot of folks settled on Ao Shin. They made the mistake of announcing this, despite the fact that it wasn't set in stone. Then, once they did more work, the concept evolved further, so instead of electric dragon, it became a cosmic dragon.
