How do I lane against Singed?

Not that I think he's OP but every match I've played against a Singed has been a battle against frustration.

Pick Nasus. You are totally fine with him pushing.to cs under tower which already defeats the purpose of picking Singed. After a Sheen you can even dual him. He shouldn't proxy against Nasus but if he does the better. Ignore him, take the free stacks and you will outscale him.
Other option is to pick Garen. You can dual him through all stages of the game and if he pushes you can tank the wave pretty easily and clear with E.
Singed is a lane bully, so play passively and stay out of the poison basically. Most laners don't come out of a Singed lane with as much farm as they would have against other champions. If you can, get your Jungler to try and gank him if your Jungler can either a.) make him unable to move for a decent amount of time or b.) burst him down extremely quickly (and I mean quickly).

If you are ad, rush 
and completely ignore him just focusing on getting cs. If he goes to proxy, let him and tank the wave in front of your tower.
