She doesn't really need hair, the "completely covered hair by the helmet" thing really adds to the "royalty" of the skin, and I think it looks really nice, plus it'd be the only skin of hers where her hair isn't completely out so that also adds to the uniqueness of the skin.

My issue is the balls. I haven't even noticed the hair, on or off, before the balls, any time i look at it. They could have at least made them red. purple just looks awful on this skin.
It's supposed to be a 750 skin. You don't get shit on it.

Haunting Nocturne is a 520 skin. It was lackluster. People petitioned for new particles for his dusktrail. Riot added them within a week. It still only cost 520 RP.
This argument that 720 skins should be bare bones is stupid.
I agree, I felt there was very little effort put into this skin. They need to make an amazing skin for her she deserves it.
So maybe a Halloween Syndra and use something something different to throw other than purple spheres...
