Why re-release patch notes just to add on one small thing?

I mean it is great to know that there is now promo skipping up to plat if you have high enough MMR and im happy that you fixed a warding bug and a BoRK bug but i dont think putting out the old patch with that tiny bit added to the top was necessary... :P
