i am so done with teams giving up early game because we are down 0/6 and then continue to play worse and worse and just throwing from there on out... like seriously people need to realize you can be 10 kills down and 5k-10k gold down and still come back and win no problem atleast in my elo (silver) like really pisses me off so much when im playing fine and my team just straight up quits and lets the other team have the game...

League of Legends is just a smaller version of the world. There are a LOT of quitters in the world, especially this generation of younger people. Get used to it and life will be easier for you.

You CAN but most of the time you won't. After a point they snowball so hard there is nothing you can do but hope one of them disconnects or something and at that point it saves a lot of time moving on. I hate this kind of attitude, because most of the games I see go to hell never recover, and I don't really want to waste time on 99 losses because 1 of them might become a win. But no one ever surrenders so 20 minutes later, after the enemy team has killed dragon twice and gotten baron and destroyed ever tower and won every team fight and farmed 100 more minions and finally roll down mid and end it with an ace that led to none of them dying I can say "I told you so". I've never thrown up a surrender in a game we went on to win. Just move on.

What I hate is when we're down but my team sits around farming wraiths and wolves while the enemy team takes towers/dragon/Baron. That's when I want to surrender, my team refuses, and gets pissed at me for giving up...

Makes me want to summoner 11 them

If they want to give up, its probably best to. Quitters will always want to quit. The only way they will want to "try" is if you are somehow dominating and you will carry them, requiring them to do no work really. It sucks, but its just how people are. I kind of wish you could report or award people for being quitters, but I feel that would be "toxic" and "negative". Anyways, being behind has a lot of advantages, at least in regards to team play. As you are behind, you HAVE to play together as a team as it is really the only chance you have left to pulling off a win. Grouping earlier and pushing for objectives (towers, dragon, baron, buffs) will help you be able to secure them just through numbers and damage, as you should be able to win a 3v5 or 4v5 if you aren't TOO far behind and have CC. You are forced to work together as a team and this is your opportunity to make it back into the game. If you fail after trying or the other team rallies together, though, you might lose if they do it soon enough and then you are probably better off surrendering.
