What is the point of giving user feedback if Rioters don't read it?

I mean they actually read and responded to things season one and season two. Now it seems as if x champ is too strong but we don't want to nerf him because we want to get it just right.

Just nerf the champs that need it already and then build them back up. I know it is frustrating for the people that play them, but have you ever thought about the players that don't play them?

It is Just as frustrating for the players having to play against the champs that need nerfs as it is for the champions to get numerical nerfs until their kits can be fixed.
