Dear Person-Who-Fixes-Board-Problems,

If a thread title looks interesting to me, I'll mouse over it and read it that way (if it's short enough) before I decide to click and comment or read the rest and other comments. However, apostrophes and quotation marks (possibly other punctuation) do not appear correctly in the mouseover "quick read" bubble.

Is this because of the encoding my browser is set to? Is this completely unavoidable on my end? I thought this wasn't always the case, but I may be mistaken. Can it be fixed?
