What exactly are the new boards?

I am curious as to why they decided to do away with the old forums and create the boards. I personally love the new design, it reminds me of the way that websites used to look (Convenience of having all the links in one spot). But could someone explain to me in detail, the reason why we have the boards now?

The moderation is actually terrible in it.

Inappropriate links and directed insults are instantly disliked. This board makes it harder because people don't use the like button as much for some reasons.

Just got somebody say to kill myself and he been doing it apparently three days ago. No comments disliked into unviewable or such.
