As far as champions go, Sivir is still good as a champion. She was the first champion I ever bought and still play her every now and then. I do look forward to the new VU on her though.

I would argue that nobody plays her anymore in ranked just because she isn't as useful as the other ad carrys. But then again I'm Bronze 1, what do I know?

While it is true that she doesn't see much ranked play, she still is quite good compared to other marksmen. Her Q has tremendous range and power compared to other champions early game that when used properly can secure an early game. In the late game you play her much like Vayne, kiting and using her passive with autoattacks to crit your opponent into oblivion.

I think she certainly needs a visual update (love bandit Sivir!) but I don't think she needs a rework. I don't even know why people don't play her.
