Why my upvote odes not rise the score of post above 0?

Riot, why my upvote does not raise topic score above 0 it was before I upvoted it when the post contains inconvenient and negative but true statements of Riot policy? ARe you fallen that low in PR maintenance that you blatantly fix some posts to 0 or below score?

On mobile where you hit the upvote button it can highlight the up arrow, but no upvote is given. This is due to your phone, where it interpreted your action as a hover (which also highlights the button) instead of a click. Keep clicking it until it works.
Someone might have downvoted while you decided to upvote. The indicator only updates when you click upvote/downvote on that content, not whenever a change happens.
