I feel a bit dumb for asking this,
but what does "permalink" mean?
I see it as a thing I can do to comments, but I don't know what it does :/

It's so you can copy that link and paste it elsewhere, sending someone directly to that comment. It might be more easily defined as a "direct link," rather than a permanent one. If the comment or thread are deleted, you won't be able to use the link anymore.
