@Riot, please make a separate sub-section for punished players

And make it a private sub-section like GD, so that I won't have to see any of their threads on the main Boards page, and if they attempt to post on any other Boards section, it should be immediately removed. They should have already known better to not talk crap in any games.

I think they should be able to post on PB&M, H&S, and GD at least. Take away banned player's ability to vote though. No reason to let permabanned smurfs vote pad.
