Is making a bunch of smurf accounts and upvoting your own board post allowed?

I'm not going to point any post out but there's 1 on the hot section of the boards right now that I can safely say is doing this. I was just wondering if Riot allows this or if they don't really care. It's kinda a scumbag move even if it is allowed.
