QoL improvement: mouse hover popup on linked icons

Currently when you hover the mouse over any of the champion/summoner spell/item icons, you get nothing. Not even a little bit of ALT text saying the name of what it is.

Don't know {{summoner:17}} is called Garrison? Too bad. Boards won't tell you.

Want to know the stats on ? Too bad. Boards won't tell you.

Who's this guy? Boards won't tell you.

It's a simple change, but one that would benefit us greatly, particularly when it comes to items if people are discussing builds.

Awesome to hear! It's small, but it just makes sense to have it as a feature.

I think it's interesting that it does exactly as proposed as long as you're _making _ a post. You can look through all the items and see the full item details, but once a post is complete you can't hover over it and get the same information. They clearly have the ability to do so.
