Fun system that groups are allowed to queue up for games, pull nonsense like that, and not get punished because the automated tribunal relies on report volume.

The system works of volume of reported games, not just number of reports. 1 is plenty. I'm also not sure that leaverbuster requires reports at all.
They go through a different system called leave buster, it automatically detects afking, leaving, and dcing, so they are getting punished, reporting isn't even necessary.
Leaverbuster is automatic, they'll get bans even if nobody reports them.
