ranked queue ban lag

My friend was the ban'er in a ranked game just now and his client was stuck on the banning screen for few extra seconds. when it fixed itself and went back to champion select the timer had 8 seconds more than it should have. Since he didn't realize the timer was wrong it "queue dodged" us and now we have to wait 30 minutes to play.

This has happened to me twice, yesterday when I was banning and today when I was picking, the screen will freeze for a few seconds then say I have ~15 seconds more than I do. I didn't get kicked for not banning someone yesterday, but I did for seeing that I had more time than I really did. Is this a client problem or a connection issue?
