The downvote button isn't used based on the quality of a post, it is used to silence opinions differing from the one doing the downvoting, and to hide those opinions from ever potentially reaching riot. It inforces the perception of a community hivemind, and it's just not healthy.
Leave the upvote button in place for truly quality posts, but please, remove the downvote button.

No this game gets changed on what the community wants. so if the community thinks your post is bad or would be bad for the game it shale be down-voted.

As much as I love the juicy irony of down voting this, he brings up a good point. It doesn't encourage discussion on controversial topics, just random sound bites of already popular opinions. I guess that is useful for somethings, but intelligent discussion is not one of them.

The downvote button isn't the problem here. The problem is the difference of opinion over what a downvote means between the playerbase and Riot.
I don't recall any healthy, well informed, and constructive posts that get downvoted to oblivion* regardless of disagreement against it; only posts that are, well, the opposite.
If there is a healthy, well informed, and constructive post that hasn't received any attention and only tons of downvotes, go ahead and link it so we can assess it.
*Oblivion - a post that has little to no comment activity and enough downvotes that it is ignored entirely. Even bad posts get attention if people comment a lot on them, so therefore those ones are not obliviated.
