Say you've got a player who just spams reports on everyone else, wasting a lot of Riot's time and resources, and lowering the guy's report impact doesn't cut it. Does Riot have the capability to simply go "You can't report people anymore" and block a player from being able to send reports?
Riot has created an automated system to deal with bulk reports. Riot only reviews players who have received multiple reports over the course of several games in a short amount of time. So, It doesn't matter if someone mass reports. If the player did nothing wrong, nothing will happen to them.
No Riot resources are wasted, they have a program that does it all.. which is why there are so many errors in permabanning and why things like groups of premade people can get someone banned near instantly, but people who solo never can get the premades banned. The penalties are already too strict as it is.
