A serious question about jungling

I tend to never jungle ever or have never learned to at a competitive level. I have no idea how to jungle and knowing what is best to do at what specific times. nor have I ever watched a video or stream of a high level jungle player. I am not asking for someone to tell me how to jungle either but that being said, I just want to ask something about junglers.

There has been a behavior playstyle a lot of junglers in general do whether it is random players or even friends I queue up with. That is, they tend to just farm the jungle camps all game not caring about anything happening on the map, and then any moment someone is dead, the jungler is right there in their lane to take cs. I'm not saying they are doing anything personally negative no. I am just wondering why junglers do this. No I am not asking why do they come to take the cs after ur dead because i know its a waste if no one is there i get that part.

Here is what I am saying, if a jungler has no time at all to come gank your lane because they are soooo busy, but then are right there instantly in your lane as soon as you are dead, why don't they just come and gank sooner? I get it is hard at times and scary to gank i know i know. But I had a game where we had a diana who was jungler and was 6/2, quite fed am i right? This is before 10 minute mark and me and my adc were getting pushed and shoved under tower constantly and getting attacked often by the opposing bot lane. The diana doesn't gank which im not really mad about because its not really her job to come win our lanes for us even if she could easily just come down and get some kills or assists being fed. What I am mad about is that, as soon as me and jhin die, she is right there bot to take the cs and shove the lane so that the time we come back, the lane is so pushed up that we get zoned out. Being behind, we cannot contest to being that far up, and being far up you are vulnerable to ganks. So to me i just felt like, why would diana only come just to push lane and take cs but when we are up just leaves us to the sharks again?

Again, this is just a story to give an example, it isn't about me trying to talk smack about diana's actions or whether they are bad or good. I just figured, if she is 6/2 and knowing a diana has huge damage, why couldn't she just come gank when we are alive rather than only come to our lane instantly after we are dead. Back to the question. Why do junglers, whether ahead or not, tend to just farm the jungle until teammates start dying then decide to start joining fights after people are dead or come to lanes to not let cs go to waste after someone is dead in lane? Why is it that they dont pressure the map and gank more often? Is it strategically better to just go back to farming and not help lanes that are winning or losing when you are 6/2 as a jungler? If so please tell me and if it was just the jungler is bad or new then let me know too. I just want to know why junglers do this is all. I mean i get why supports funnel gold to their adc because strategically it is a stronger thing to do generally, so i just wanna know why junglers dont help until you are dead they are right there in your lane. And no, im not saying they should baby sit and hold your hand.

Probably better for Gameplay, ..

I'm not really sure you want a serious answer, or that you would really understand a serious answer without some insight for what it is actually like to play the jungle role. So I would say, if you really want an answer, do some of the things you said you've never done in regards to learning to jungle. Either way, it would be good for you.

Instead of giving you an answer, how about I ask a few questions?

How often do you collapse on a fight between your jungler and the enemy jungler when it is near, but not in your lane?

How often do you call major ability and summoner spell cooldowns?

How often do you clear and / or ping wards near your lane?

How often are you aware of, and adjusting your aggression to your jungler being nearby or on the opposite side of the map?

Here is my point. ..

First of all, notice that all of my questions involve your actions, and that all of these actions are ways that you are helping the jungler do what you want them to do.

I can't really tell you why someone else does or doesn't do something, nor can what I tell you cause them to change their behavior. However, you can change your behavior in a way that will help them be more able and more likely to do what you want.

It is also important to keep in mind that a jungler is dividing their time between earning gold and exp from farming, and applying pressure on lanes across the map. It is rare that they are able to do both at the same time. If they are not already ahead in level and strength (early game jungler) they run the risk of putting themselves behind if they make an unsuccessful gank.

There are also just bad junglers out there that don't understand when they should be ganking, .. I mean, you said yourself that you don't know the role, .. maybe they're just like you.

There are multiple reasons. For instance some Junglers NEED to farm Shyvana/Master Yi are primary for this. Other times it depends on if you are feeding the lane. There is no point in helping to reset your gold that early on if you are just going to give that gold and more back to the enemy. As for the pushing part it is kinda needed, because the way the waves are if they crash at your tower and live long enough for your minions to reach it, you are fucked. Because it will slow push to the enemy side and if they are smart will freeze it since you are already behind. Another point in clearing wards in general. I have tried to help so many lanes that just refused to ever buy a pink or clear wards at all.
