Queue bug

Just want to know if this is a bug. TLDR at the bottom

long story So this has happened on several occasions, but sometimes when I queue up for a game it would take longer than the estimated amount of time. I'm sitting there waiting 30 seconds or longer after the estimated and it just won't find a match. Then out of nowhere my queue stops and it says I declined a match. I'm like wtf? Anyway, i go back into queue and no penalties so that's a relief. Then there are times I catch this happening and instead of waiting 30 seconds after the estimated time, I just click x to get out of the queue because I know it's gonna bug out, and instantly when i click x to get out of queue, i get the message asking to accept or decline match instantly. Like what the heck? Today though, I tried queueing up and it took longer than usual again, so I would x out but it wouldn't let me. I could go into my rune pages, go to the shop etc, but i couldnt get out of queue and the timer kept on running. I close the game and right now my client won't open so im gonna go into task manager and close league and reopen as i write this post. Had to close 4 clients in task manager but now my client is up and the client says "We have restored this installation to an older version of League of Legends. Now we'll try to patch it up to the latest version.", what the hell is going on?

TLDR Anyway back to main topic, what I wanted to point out or bring attention to is the part that whenever i queue into a game, not always but usually like once a day it would have this issue where queue would take long and sometimes i get automatic decline even though i didn't get the message to accept or decline a match. Is this a bug or is my computer bad or what?
