I really hate Soraka's english voice and yet I play her all the time.
I play Soraka listening to Japanese music and hell even her name is derived from the Japanese word for sky.
I want to hear my character in Jap. And I could do this following some instructions on the internet but Riot is known to "accidentally" ban for this...so I'm wondering if I'll get in trouble.

As an update to this, we're not banning for any VO replacements, but as with every other modification to League of Legends, anything you change is at your own risk.

From when I was using lexwah, I didn't have any issue. When I asked support, they said they don't ban for it, but it could corrupt the client, and using it was at my own risk. They've said they don't ban for it, and I haven't heard of many cases in which they have (the few I have I think they were also using overwolf or some other 3rd party programs in addition). However, it's not worth the risk to me, however small of a risk that is. Changing voice files to ones I would prefer is a very minor improvement, and I don't consider it worth risking an account I've had for 7 years.
