The circumstances may be grey, but the penalty is black and white for a reason. People may not like it, but it is what it is. Sometimes it's better to suffer through it in order to report said player, if he does follow through with any poor behavior, such as trolling, toxic behavior, etc.
Though I'm unclear as to whether or not banning intended picks is even reportable. Ah well.
