If people repeatedly play ranked games while drunk/high, they should be punished

There should be a way to report drunk/high players in ranked games. They're not in the right state of mind to be playing ranked. Just had a match where the vayne didnt even know he was playing ranked because he was high/drunk and was unable to play properly. The only way that we find out that people are drunk/high is because they tell us 90 percent of the time so please, for god's sake, punish people who ruin ranked games BECAUSE THEY'RE DRUNK OR HIGH and the punishments will be labeled under player and behavior moderation.

I play high all the time and i have a 60% win rate with darius. If they are carrying your shitty ass then let them rip a bowl. Otherwise you still cant do anything because you can't prove that they are and they can't even prove to you that they are drunk or high.

soo.... how do you implement a drunk check function? Do you measure the alcohol level on the keyboard? If they are saying they are drunk or high just report them for offensive language or inting.
