Every ranked match i played with or against are mostly toxic. None are as friendly as in normal. They either insult you for your pick or doing badly. Also never show any formal sportmenship. Just loves calling people noobs and easy game.

silver is where most accounts get placed when they first start playing ranked. that makes it the greatest skill variation of any division.
this increases the stress on the players because they regularly get crushed by smurfs or get paired with new players. also a lot of the new accounts are from banned players who were toxic to begin with.
i would definitely expect silver to be the most toxic of any division.
