Okay, and? If they called you toxic and reported you, but you weren't toxic, you don't get punished.

D'you realize how asinine that argument is? That's like me getting bitten by a dog and saying all dogs are hyper-violent, rabid, murderous animals.
...because if they did we would have to ban 99% of all players...
And, how do you get that number, pray tell? Because that is a pretty absurd number to go with for an argument with nothing to back it up.

What, exactly, do you mean? That somehow, the PB regulars (who, as far a I know, you don't actively play with) break the rules? Again, if you're gonna claim stuff, you should probably have something to back it up with.
It's clear people really report others because they are jealous of them.
Some people might, but, not everyone. There are tons of different reasons players could have for reporting one another - some could be good reasons, some could be bad ones, some valid, others not, etc.
But, again. You're saying "everyone does things like this because I saw one person act up".
And, that's not a sound argument to make.
