Reporting Someone For Instalocking a Lane?

Hi, last night me and two of my friends were playing blind pick, and had someone instalock Kaisa and call adc after my friend had already called adc first. They just said lol whatever im going adc, and just. did it. The Kaisa was playing with a friend and felt like they were entitled to bot since they were duo, regardless of what anyone else calls. Their partner did the right thing and went to a lane but it's unfair that nothing happens for reporting someone for doing something like that...

Like instalocking is fine if ur willing to play them in whatever role, but not getting the lane you called and just doing that lane anyway should be reportable. I wish blind pick had just a 'pick what role you want' thing but no pick and ban phase, it would be less toxic to deal with.
