If I report someone for toxicity, I don't ever want them on my team again

This has happened a few times and I'm sure it has happened to other people. But I'd really like to know why is it that I can report someone who is truly toxic and then the next day get into a game with them on my team AGAIN?

I feel the same way but I only report people very rarely like 1 in 50-60 games when they are truly ruining the game. It shouldn't affect queue times drastically if players can have a list of say 5-10 people who are 'blocked' and will never appear in your games.

People would just start reporting players who they think are bad. I think automatically muting them for future games could work, but it would need to be communicated towards to user of course.
