PBE signup requirements too low?

Ever since a couple weeks ago Riot you opened up PBE signups again, the only requirements to sign up and instantly receive a free account is to have an honor 3+ account, lvl.30 and no current punishments(low priority queue/chatban/game ban) Which allowed a lot of players who are extremely toxic to join the PBE server. Not only brought the server more lag but also increased the amount of toxicity and inting behaviors ingame. For example in the link, the jhin began to flame me for losing my lane despite the fact of him building support items&building , and for the majority of the game. With the help of the jungler and the [](http:///Users/wangwei/Desktop/Screen Shot 2017-10-28 at 21.04.59.png)kog'maw, the three were flaming me for losing my lane even though I was winning. Creating extreme toxic behaviors to exist in a PBE game. I hope you guys change the rules and requirements for people to join PBE, which most players tend to play PBE over live servers because they are able to play skins(that's nothing wrong but most players are just playing PBE and treating it like a live server which brings chaos) In the replay, the jhin was just here and flame, troll, and int, which I was unable to test out Galio's recent update. Please consider of changing the requirements and make PBE a better, and more efficient place for players to test out new contents. P.S. Set overwatch over toxic players in PBE to eliminate the toxicity and the unwanted players in the server
